Dude... Blissey has base 10 Attack. You can also use Ice Beam over Thunder Wave if you wish.

You've got the right set, but the wrong item. Since you've indicated that you plan to use this set to sweep, go with the Choice Band - if you know how to use it.

Return will have almost no effect with Blissey. Aromatherapy is the right move.
