Your main problem is that the outlining seems uneven and jagged. Try to smoothen your lines - try to make the transition between the length of the individual lines in the outline smooth (so if there's a line in a curve that's four pixels long, try to make the next one at least two pixels, not one pixel). You get what I mean by individual lines, right?
Using the same technique, you should also try to make the shading more even, and the outlining on the body is way too light - darken it a bit. The feet look like they're fading into the background with outlines like that. It's a good idea to make the outer part of each individual line darker than the inner part, which makes the outline smoother.

The colouring is bad. It looks messy and inaccurate. It's too bright, change the colour to a lighter pink, that's more tidy. Some of the colouring should be lowered a bit, like the bit just above the legs, lower the colouring a bit, bend it to the hips a bit, make it lighter.
You missed some outline on the foot. The outline isn't straight enough, but it was accurate.

there is to much contrast between each color. also, your outlines are to jagged, as Dragonfree said.
regarding shading, you skipped some shades, wich gives off a yucky effect.
For example, on the tail, you should have went and made a darker color (from what you have now) from the 'bump' touching the main skinnier part of the tail and so on.
