Steelix walls you complety. Dragonclaw is useless with out Flamethrower/FB.
Tunderbolt with out icebeam ain't going to work unless your using DragonDancing set.

The first two moves cover every type. TB is there for Water types which may have Ice Beam, and Thunder Wave's there just cos it's cool.
