They are excellent promos but there are many flops with the Legendary bird *'s.Moltres *'s Burning wave is utterly strong.Perhaps make is 50 to each?100 to each is a tad strong,even for a Pokemon *.Zapdos * could easily almost destroy itself with it's Thunderstorm upon 5 coin flip tails.But Articuno * is OK,and those Rocket Legends are amazing!The Mudkip,sorry to say,is quite bad.But with the Pokemon *'s,for the backround,it just looks like you put a backround on,cut out a Pokemon,then slapped it on the card.Plus,Rocket's Kyogre ex's Mega-Tsunami should read(to me)lace 3 damage counters on Rocket's Kyogre.Sorry for this utterly long theory about your cards.Here are the final ratings I give them:

Mudkip:7/10
Rocket's Groudon ex:10/10
Rocket's Kyogre ex:9.5/10
Rocket's Rayquaza ex:8.5/10
Articuno *:10/10
Zapdos *:7.5/10
Moltres *:6/10

Some of these cards where good,some horrible.Great and ouch job!>_< Sorry about the idiotic pun-joke thing.

Well, it looks like you're using MS Paint for the images. Honestly, the mudkip looks horrible, and you need to work on cropping images. the attacks are not too bad, but I don't like the font used for them.

Some of those attacks are WAY too powerful, and the illustrations leave a lot to be desired...and try using the correct fonts. 6/10 otherwise.

Hmm...it is slightly...pixellated...

For the Rocket's Pokémon, I'd consider trying to find some evil-looking pictures of the Pokémon (but not from the Anime).
