Scizor= metal claw return cut steel wing
magcargo= flamethrower dig ember strengh
ho oh= fly gust recover sacred fire
espeon= psychic bite iron tail psych up
cyndaquil= ember iron tail dig strengh
sudowoodo= ice puch rock smash stengh rock slide

is this better?

Yes it can. And keep Sacred Fire, it's awesome (ie, don't use Fire Blast instead). Also, get rid of the HM moves - Surf is the only HM move worth using in battle, especially since the likes of Return outclass Strength; Fly, Flash, and Cut are crap also, Whirlpool as well, and Waterfall is a weaker Surf basically. Oh, and Fly is horrible, but Ho-oh can't get any decent Flying attacks unless you get lucky with Hidden Power. Two-turn moves are also not very good.

Oh, and Sudowoodo cannot use Special Attacks. Stick to physical, it's Special Attack is too low.

Apart from that, I know nothing.

Whirlpool isn't always bad. If a Polywrath uses Lock-On, what is the opponent going to do? Switch. They can't if Polywrath uses Whilrpool first, therefore he can then Lock-On then OHKO the opponent.

To add what AJ said, don't use two (direct) damage moves of the same type unless there is a good purpose, like in my above statement:
Polywrath
Surf
Lock-On
Whirlpool
Submission

But you don't have a situation like that.
