Here are my thoughts on contests in real life.

Normal ranked contests would be in most towns.
Great ranked contests would be in most cities.
Super ranked contests would be in famous cities in a county or sub region.
Hyper ranked contests would be in State capitals or a Region's famous city.
Master ranked contests would be country capital.
Grand festival contests would be voted for location, like the Olympics.

You need five ribbons for the grand festival. Filtering goes as follows:
Normal rank - Anyone with a pass
v best of towns
Great rank - Any one with a normal ribbon (of that year)
v best of cities
Super rank - Any one with a great ribbon (same year)
v best of county/sub region
Hyper rank - Any one with a super ribbon (same year)
v best of state/region
Master rank - any with a hyper ribbon (same year)
v best of country
Grand festival - any with a master ribbon

I don't think contest passes would be free. They'd cost roughly one dollar to twenty-five.

Normal through hyper would be locally televised. The master would be televised in your country, and the Grand Festival would be worldwide.

Tickets to see contests would be 5 to 10 dollars (normal), 10 to 20(great), 20 to 40(super), 40 to 80(hyper), 80 to 160(master), and 160 to 480(Grand festival). Prices are dependant on seating. I'm not going into account for VIP suites.

Judges would also vary on location. Normal ranks would have police, firefighters, and such. Great ranks same as above, but with the mayor and such. Super would also have same as above, but with local celebrities. Hyper ranks would have d-list celebrities on their judging arsenal. Master ranks would have 2 certified judges and an A list celebrity guest-star. The Grand festival however, would have judges from around the world, like the Olympics.

Appeals would last for, at most, 5 minutes regardless of rank. Battles would increase by 30 seconds for each rank, starting at 5 minutes for normal.

If there is something you'd like to add on or something you'd like to argue. Tell me in your post.

Never really thought much of how contests would be in real life. Pokemon would have to exists of course.

Why not include different clubs or minor leagues on there to? Most sports have those.

So living in Hampton Roads, I'd get Hyper Ranked Contests.

Appeals would be something like a dog trial. You know, "what kinds of tricks does Fluffy know?".
