Ok, if its holding leftovers, and uses wish, chances are the turn you use counter you will regain most of your hp for another usage, you can t-wave an opponent, wish, and switch to another poke to heal them, or because they need paralasis support because they are slow for instance. 3rd slot is down to preference, I actually have aerial ace, but its only here incase you get taunted or you need to attack.

Thunder Wave Move Tutor can be found in Saffron City's Silph Co. I don't remember which floor is it in (2nd?), though (FRLG) or The Battle Frontier move Tutor (Emerald)
Seismic Toss can be found in the Emerald Move Tutor or one of the Scientists behind the Pewter Museum
