So, I have decided to start over in pokemon emerald and im going to pay attention to natures this time. Is there any way to get a wild pokemon with a nature I desire without needing to reset the game over and over.

Well, you can RNG, but for some reason I can't remember, I think it's not advisable. If you want to get a wild Pokèmon of a certain nature, catch all of that species until you get one with the right nature. If it's a interactive Pokèmon/starter, you will, sadly, have to SR. Unless you RNG.
