Need help on catching Dratini

How do i capture dratini? right when i throw the bait at it, it runs away and i have only found 2 in like 60. any tips on how to catch it?

Just throw the ball right away. No bait, no rocks, nothing. It's the only way to guarantee you'll at least have a shot at capturing it.
