EQ is Earthquake, but it's not really going to be useful on a Modest Blastoise anyway, besides, Rest-Sleep Talk is better IMO.

And Blastoise doesn't really needs Counter either.

LOL NO. Only hacked Ludicolo can have that moveset, Hydro Cannon is stupid, so does having both Hydro Pump & Surf, and Thunder can be used instead of Thunderbolt in Starmie because of Rain Dance.

Well, that's what will came up in a Mono Water Team anyway, the team will ends up having many Water & Ice-Type moves

Well, Quiet lowers Speed, and I think there's no need to lower an already low stat, unless it is for stuffs like Trick Room or Gyro Ball.
