Need help with my Bagon

So I just got a Bagon egg Hatched it and trained it to lvl20 and its ticking me off because its stubborn and wont follow any of my commands. Do you guys know if this thing will grow out of its stuborness when it evolves or will it always stay like this cuz if it does I dont want 1 ever again.

if you hatched it then it should listen to you. if someone else did you need to get the proper badge. otherwise it sounds like its a glitch or something.

to make a lvl 20 obey you, you need to at least beat gardenia.

a well trained staravia should do the trick
