Yes it is an Annoyance moveset.
And if you should choose Fly or Toxic on the last attack is totaly upp to you.

Use this. Physical Sweeper Tropius is the best it can be. I'd use a Liechi Berry rather than Leftovers, but to each his own. Tropius is not particularly compelling.
