Gyarados has a shocking Special Attack, so don't bother with Surf or Ice Beam. Earthquake is a good choice though, to take care of Electric types. Dragon Dance is also good, and the other moves are up to you. But as I said, don't bother with Special Attacks.

With Blaziken, I agree with Swords Dance and Sky Uppercut, but you might want to go with Flamethrower or Fire Blast, considering Blaziken gets STAB for them and doesn't have to sacrifice Special Attack power.

For Gardevoir, you might want to invest in an elemental punch or two, but Thunderbolt is good. I wouldn't waste time with Hypnosis and Dream Eater. Instead, go with something like Psychic and/or Calm Mind.

Personally, I think there are better choices than Cacturne, but I guess Substitute and Focus Punch could work well. You might want to include Sunnybeam as well for STAB, and to take advantage of that substitute.

If you don't mind me asking, where is he going to get 2 Focus Punch TMs and 2 Substitute Move Tutors?

There are plenty of games which offer those moves. I rate the best way unless they state game and/or move limitations.
