No idea for any, but I thnk gengar can be slower for the focus punching case, because if a slower pokemon attacks it, its subsitute will break and focus punch will fail.
Otherwise, gengar can have shadow ball in case of any psychic pokemons on the loose. Many psychics have poor defence, so shadow ball+STAB+sper effective+sucky deence=psychic victims of gengar. If you are good in predictions, try shadow bal ovr sub, then predict when will the enemy attack or not.

Eh, I liked Slaking but I hate how he can't hit twice so he ends up giving free setups. Fine I guess.

You'll find in the case of Gar Sub is there to block statuses and to be used on the switch (although it's more profitable moveslot wise to just predict but yeh...), and there's no way to run a slow speed setup on Gar, the LOWEST Gar's speed can go is 202. Gengar is immune to the rules of non-101 Sub-Punchers with it's wide array of resistences and speed to block status attacks.

no idea what version of pokemon you're playing, but breaking a substitute does NOT make you lose focus

also making gengar slow is stupid anyway, by your logic the sub would still break and focus punch would fail, as focus punch hasa low move priority, making them attack you first, meaning your sub would break.

and making gengar slow is just asking people to kill it effortlessly

Beleive me Pika, anyone who gets their Gar into that situation has alot more problems than Speed. To get Espeon in play with Gar it needs to be switched in because no right-minded person would send Gar into Espy (except in extreme cases such as a para'd Espy with 10% HP left). Fast Subs work because they block statuses and you'll find in 9 out of 10 cases when gar successfully places up a Sub it's on a switch. Sub also has the added benefit of scouting CB moves among other things, take away Gar's speed (and in turn the reason to use it) and you lose much more than what VERY little you gain. In your above given scenario you missed out one very important aspect: If Gengar DIDN'T set up Sub it would be dead, because Espy's Psychic will OHKO, so being slower than said Espeon would give no benefit whatsoever.

why the shizzle would you leave gengar in against espeon, and more so focus punch it when it resists it? espeon vs gengar is grade a switch material

EDIT: you said about making gengar slower,

that'd mean espeon would be faster, you would get the chance to use sub let alone focus punch according to your logic

Take away speed and give the poor Zappy HP. Without Naive/Hasty it's not gonna outspeed Mence anytime soon.
