How come Ash's new Sceptile is unable to use attacks?

cause like many others have said it was caused by mental problems during it's evolution and by Megainium's rejection, and not trying to be mean but you do know this is in the Episode Discussion right, this is a spam topic.

They need to give Sceptile a challenge upon evolution. Its more exciting that way

Unused to its new body. Although it'll probably learn its attacks soon in Dawn of Revival.

Evolution fatigue + rejection = Ash's Sceptile. The Dawn Of Revival will allow it to re-learn some attacks. Leaf Blade, Bullet Seed and Quick Attack should stay, followed by Dragon Claw (Charizard hasn't even learned it!), Detect, hopefully Thunderpunch and possibly Solarbeam.
