Urrr....in pokemon collesuem in that town with all that water...(maybe phenac city?) where is the shop where you can get poke balls so that girl will stop following you?! Don't ask me complicated questions my brother is playing it not me! ;231;

The girl NEVER stops following you. She's with you during the entire game.

You can't buy Poke Balls in Phenac. The only place to buy them (and the other ones like Great Ball, etc) is in Outskirt Stand.
