No Quilava In My Colosseum !

I didn't get a Quilava on Colosseum although i checked EVERY single place that Serebii.net told me to check. Quilava was not in any of those places... In my game there is no Mystery Troop guys anywhere. I HAVEN'T EVEN SEEN QUILAVA !
It hasn't been marked in my "pokedex"

if you caght/defeated any of the other 'starters' in collus the other 'starters' will go away until the game is completed.( Cipher head defeated ).

In Phenac, if you chose one of the starters, the other one goes away. After you beat the main boss of Cipher, you'll get an e-mail about the other 2 shadows. when you get the e-mail, it'll tell you to beat Cail in Pyrite. Beat him, and he tells you where one of them is (most likely the Cipher Desert Lab). After snagging it, you'll get another e-mail telling you to beat the guy with the wailords outside the Junk Shop in the Under. When you beat him, he'll tell you where the other one is (most likely the Snagem Hideout). After snagging it, you have all 3 starters!
