Rules: Single battle three-on-three, Some legendaries are banned, I can't think of them all off the top of my head, but pretty much the "box" legends. Also, any "Uber" tiered pokemon. All league wide rules apply.
So I came up with the title that I have used in my fic. Once again, sorry about not updating that, but I just haven't "felt" it lately, and don't really have the time. I have been keeping up with the others though, and I hope that soon I can get back to writing man.

To three, I get where you're coming from, and yes, in general, a team of full shinies tends to be hacked/EV trained and whatever. However, I think that if a challenger can prove (beyond shadow of a doubt) that a team with multiple shinies are legit, you should allow it. For most players this won't even be an issue, but... well, I'm just trying to keep things fair. I hope you understand.3.1/2:You are only allowed 1 (one) shiny pokemon per team.(That means 1 out of 6 pokemon). I don't care if you can somehow prove that they are legit. If you bring more than one shiny, I will suspect that you are using hacked pokemon and disqualify you. NO EXEPTIONS
4:If you so happen to lose or get disqualified, you must wait at least one day for a rematch. For those who were disqualified, you must use a different team than our first battle. You can use up to three of the pokemon from the previous battle, but absolutly no shinies whatsoever.
6:Rain Dance teams are banned. Your pokemon may have the move rain dance but your team cannot be revolved around the move rain dance.
I am in contact with Dracoburn through Facebook a lot, and yes, I'm trying to get her to be more a part of the actual club. She's acting as my lieutenant in the league stuff, and when I feel I can rely on her, she's helping a bit in any disputes on legislation. To four, again, same issue. I don't see why legitimate shinies should be penalized. I have a shiny Charizard at level fifty, and a normal charizard on a different playthrough, at lvl 43, already has better stats, like by a landslide. Shininess doesn't guarantee a win.
To six... no. I'm going to ask you change this. That's like banning a trick room team, or a sleep-based team. I'll allow leaders to ban particularly detrimental moves, like stealth rock for myself and likely Dracoburn, Drizzle/Swift Swim because it's very broken, etc., but to ban a Rain Dance team is not allowed. If someone wants to challenge a poison (not fire, grass, other types that would really suffer) gym with a rain team, it should be allowed. I can't see any particular reason why they can't. It only rains for five turns, so it's not like Drizzle and infinite rain. They'll need a turn to set up. So, again, I'll have to request you change this rule.
