How often are we allowed to bump threads? Under what condition? How does it work?

Well it's actually explained in the rules.
Rules said:
3. Do not bump topics.
Bumping is defined as replying to an old topic in order to push it up in the listings. Old is defined as being a month old, which is 30 days. This disrupts normal flow of topics and brings an otherwise old topic back up only to be thrown down the list agian. The only exceptions to this are:
  • Announcements
  • Stuck topics
  • Fan works, however only the author/artist that is posting to update his or her work may bump.
If the topic you want to start is already there, but is over a month old, you may start it over. Except depending on the topic of discussion, it maybe closed outright (for example, talking about old news that's not really relevant anymore). Again, use good judgement.​
