Normal Pokemon that should be babies!

I think that there are a couple of these.

Poilwag looks much more like a baby pokemon than even magby does.

I also think that Wooper can fit in this along with maybe eevee.

It's asking which pokemon LOOK like babies, not which should have babies!

I would say Remoraid, and perhaps Phanpy.

If it was Pokemon that should have babies, it'll be called "pokemon that should HAVE BABY FORMS!" ¬¬

And of course most of these Pokemon look like babies, they are the lowest stage in their evolutionary lines, just like with baby Pokemon. The ones that looks most like babies to me though are the Johto starters.
