You are right. due to time travel it is suspended it its current evolutionary state forever.

notched eat pichu can't evolve and it's been confirmed somn about time travel and it's body being affected by it and it can no longer evolve because of it

It's ears would have the three-pronged notches. Perhaps its tail. Then raichu would have notched ears also. *nods* Or it'll just de-mutate during evolution and evolve into a perfectly normal Pikachu.
