Did you make it or are you making fun of someone elses art ?
If you made it I like it, the legs, neck and ears are very long and limber, and you have taken the time to perfect the taily bits and the mane. Its a little difficult to read the text, and possibly a bit more colours/smudging in the pure purple bit. But other than that I like it.

Background's nice. Writing and Suicune...not so nice. Try to blend them in, because that white outline really ruins the banner.
I like the background. The colors are really nice.
As others have said, you can see the white in the text and Suicune. Either you copied and pasted the text and Suicune, or you didn't blend well enough. You need to work on that. ^^
