I used Paint then added the background with GIMP. Making that background in Paint would take like 17 years xD

Well, I must say, I absolutely LOVE the concept of the drawing.
...But other than that, it needs work. =/ The lines are rather shaky, and Latios's head looks too big. Also, the wing doesn't look right; the closer it is to the body, it gets skinnier, while it should be the other way around...if that made sense. o.o;; The shading's not too bad, though; but you could still do better.
Still, LATIOS IS TAKING OVER THE FRICKIN' WORLD. How awesome is that?

However, Latios does look sort of out of proportion though. The arm that is resting on its side looks like it was drawn at an angle. Besides that and a few other things that were already pointed out by others, I say it's pretty cool. Just keep on trying and don't give up!
