Nothing. Articuno is good enough without evolution. And its legendary already. Giving it an evo would unstabilize the balance between ice/fire/lighting and the others will be forced to have an evolution, and I don't wanna see Zapdos evolve.

Why? Because we think Legendaries don't deserve evolutions because they're strong enough already and if they got evolutions, we'd get Pokemon that no other Pokemon could beat, no matter what?

What's wrong with giving evolutions to Pokemon that are weak and not legendary? Murkrow and Aipom come to mind.
