After you have completed the event in Sootopolis city where Groudon and Kyogre fight, you go Back to sky pillar (Recommended to have a Master Ball) and cross your fingers on the 7th floor (I think).

Good at Life.
Take a Mach Bike, go to the top of Sky Pillar (to the east of Pacifidlog), and fight Rayquaza at the top. Lots of Ghost-types, so bring one or two Shadowballers.

You need to do the Sootopolis event first tho.
