Other way to learn moves?

After some research for the best moves to give to Gardevoir, I found that Wish could be a good choice, bu't, it dosen't seems that it learn by himself and there's no TM, tutor or way to pass it by breeding.

My question: What should I do to put Wish on Gardevoir?

I've saerched on every database I know, and I can't find it. It could be a typo or a sharked move.

Not a typo, there are occasionally promotions at the Nintendo World Store in NYC (formerly the Pokemon Center) where they give away Pokemon with special moves. One of these promotions had Ralts with Wish, so the only way to get this Pokemon is to have gotten it at that particular promotion.

I believe they usually do these things for holidays, like Halloween.
