I’m trying to find the perfect moveset for each pokemon and the item for them to hold

I wouldn't exactly call it perfect.

Adamant (+Atk, -Sp.Atk) nature's better on Groudon. In fact, it's better to make it a physical sweeper. Looks like you need one, anyway.

Calm mind, Thunder, and Ice beam on Kyogre. And give that thing Modest (+Sp.Atk, -Atk) instead of Groudon.

Better Ice beam and Thunderbolt (or Thunder because of Drizzle) instead of Solarbeam and Fire blast, but I kinda see where you're going with it. Modest or Timid (+Spd, -Atk) nature.

Type boosting items are probably best on Deoxys (at least according to Smogon, but whatever) Ice beam, Thunderbolt, and I guess Superpower instead of Zap cannon, Psychic/Psycho boost and Hyper beam.

Not sure about Rayquaza or Ho-oh...

That's my 2 cents.

Also, everyone should note, that since this is in-game, he cannot get the right natures for the Legendaries. There is almost no way to get Modest Kyogre and Adamant Groudon ..

my brother has an adamant groudon on his ruby...

all u do is face groudon on ruby and keep catching him til u get the nature u want(same with any legendary) anyway keep in mind im not changing natures seeing that he cant
