Personally, I think Pokémon like Erekiburu, Steelix and Scizor... (good read)

... should be considered to be stage 1.5 Pokémon!

Because their pre-evolved forms are as powerful as stage 1 Pokemon, and even though these Pokémon are already stage 1 Pokémon, they're already even more powerful, so they should be considered stage 1.5 Pokémon!

For example, let's look at some stats:

Here's the max stats of a Bulbasaur, Ivysaur, and Venusaur, the most average basic, stage 1, and stage 2 Pokémon respectfully, at lv. 100 with a neutral nature:

Bulbasaur:
HP: 294
ATK: 197
DEF: 197
SP. ATK: 229
SP. DEF: 229
SPD: 189
Total: 1335

Ivysaur:
HP: 324
ATK: 223
DEF: 225
SP. ATCK: 259
SP. DEF: 259
SPD: 219
Total: 1509

Venusaur:
HP: 364
ATK: 263
DEF: 265
SP. ATK: 299
SP, DEF: 299
SPD: 259
Total: 1749

Now let's look at an Onix and Steelix:

Onix:
HP: 274
ATK: 189
DEF: 419
SP. ATK: 159
SP. DEF: 189
SPD: 239
Total: 1469

Now that's just 40 points behind Ivysaur! o_O

Steelix:
HP: 354
ATK: 269
DEF: 499
SP. ATK: 209
SP. DEF: 229
SPD: 159
Total: 1719

THAT'S THIRTY POINTS BEHIND VENUSAUR!!! O_O

WOW, now let's look at Scyther and Scizor:

Scyther:
HP: 344
ATK: 319
DEF: 259
SP. ATK: 209
SP. DEF: 259
SPD: 309
Total: 1699

That's even more powerful than Onix or Ivysaur, and 20 points behind Steelix, and 50 points behind Venusaur! O_O

Scizor:
HP: 344
ATK: 359
DEF: 299
SP. ATK: 209
SP. DEF: 259
SPD: 229
Total: 1699???

What a disappointment, not a single point gained upon evolution, all you get is a type change and Metal Claw instead of Wing Attack, though you can get both attacks! >.<

How about Electabuzz?

Electabuzz:
HP: 334
ATK: 265
DEF: 213
SP. ATK: 289
SP. DEF: 269
SPD: 309
Total: 1679

Electabuzz is just 20 points below Scyther, a pretty unfair rivalry in the episode Showdown in Dark City, but it may be worth it if Erekiburu gets more than 20 extra points, take that Scizor! :p

Interesting isn't it?

Scizor yes. Elekiburu and Steelix no. Elekiburu and Steelix are clear improvements, whereas Scy/Siz could go either way.

The same could be said for Pikachu. It has nothing to do with being in different generations.

I never said anything about the different generations, my point is that these Pokemon are more powerful than meets the eye, or weaker (Scizor comes to mind)!

I see where you're going with this, but it would be true if it was possible for these pokemon to somehow revert from one form to another... I think.

Scyther is faster, while Scizor is more defensive.They both look equally strong, being an evolution doesn't mean it has to be the same thing except stronger.

Onix can't do anything beyond stall for a few turns and Steelix got some attack. Elekiburu's stats haven't even been revealed, buut it got a crapload of cool-sounding attacks, so it's a clear advantage.

Truth be told, Elekable could lose speed from evolving from Electabuzz. Remember its Trait Ability? It has to be hit by an electrical attack to have its speed boosted up. Elekable could be more defensive and offensive rather than speedy. Its more bulkier than Electabuzz.

With Onix to Steelix, Onix had gained weight while evolving. Making Steelix much slower but offensive. The more bulkier the Pokemon (in terms of size) is much slower but more physically offensive. Most animals in the real world are like that (whales, walrus, elephants etc.). Steelix is 'steel', the same with Scizor. Steel-types are more defensive, just like the rock-types but with much higher defenses.

Taking it off topic of Pokemon, but staying at the subject at hand... If any of you watched DBZ during the Cell Saga, Trunks had boosted up his strengths to the max as a Super Saiyan 2 by fleshing out his muscles. Cell had the advantage because he was more lean, flexible and capable of speeding up. Gohan had done the same as Trunks but had made himself more capable of sustaining his power by not increasing muscle size too dramatically.

All in all, is what I'm trying to say is, it depends on the Pokemon, the evolution AND the elemental type it is. The more defensive or physically offensive the Pokemon is, the less speed it has and vice versa.
