But anyway, no you cannot get TM26 through pickup in ruby. You can only pick it up in emerald, if your pickupper is at level 91+. But these are the items you CAN get through pickup in ruby.
In ruby, you get TM26 in the seafloor cavern.

You can only get the Earthquake TM by PickUp in Emerald with a Pokemon that has the ability at Lv. 91-100.
