Erm, no. Steel Wing is useless on most Flying pokemon. None of them can face a Rock type, as most if not all Rock types have tankish defense, and it won't survive the retaliation. And most pokes that pack Rock Slide aren't Rock type (well, you don't really want to take on a TTar with Pidgeot, do you?).

You can go with the CB set, and ingame, since you can't get a HP, you can keep Steel Wing, but I rather like using Pidgeot's higher defenses, together with Featherdance and a wider variety of moves.
