Honestly there are about a dozen more questions that I could ask, but I'm sure there's a logical explanation.

I originally thought it could have been holding an item, but it was wild, and the only item a wild Staravia can hold (according to Bulbapedia) is the Yache Berry.

I had a Dragonite and Luxray in my party and was trying to deposit Luxray and it wouldn't let me. It said "That's your last Pokemon"
