I am hatching Timid Treeckos at the moment. Can someone please tell me which stats I should EV train him in. Also can someone please tell me what flawless IV's are for a male Treecko which is at lvl 5 and that has a Timid nature. If someone could do this for me then i would be very grateful.

Flawless IVs...well, I can't give you exact numbers, but I can take you to a lovely IV Calculator (god I hate typing with a brace on my hand...stupid tendinitis)

Oh, and my critters' IVs seem to fluctuate from level to level. Is this due to EVs? (I don't know crap about EVs, where do I go to check 'em?)

As for EV training, train them in attack? Timid makes them faster but lowers attack.

mayb u can train its attack or defence...coz timid nature lowers its attack n its defense itself is oso beri low...

You'll want to raise the stats you're using, so if you're using Timid nature, attack is the last thing you want to raise. I'd recommend Sp Atk (since you DON'T use the Atk stat here) and Speed, since Speed is enhanced by Timid.

i personally just recomend speed and sp attack but if u want u can add some to def and sp def too

there is no way to check your EXACT IVs at lv5, the easiest way from here is to get as many rare candys as you can, by any means, and rare candy your hatched pokemon to about level 50 then check the IVs and you should get exact numbers
not using rare candys could mess this up as you would be gaining EVs and you would have to keep count of the EXACT amount
