Please Help me Train my Ivysaur!

Hey everybody,
I'm new to the whole EV training thing and I need some help. I recently bought Leaf Green and soft resetted at the starter table to get a female Bulbasaur and I really lucked out, because when I finally got one it had really nice IVs.

Anyway, I've been trying to EV train it as I progress through the game and I've messed up a little bit (I had to train with some speed pokemon just to keep it at a level I could use to catch other Pokes), and I was wondering if I've done too much damage to make the great Venusaur I want so much. Here are its current EVs at level 19:

HP: 8/ ATK: 0/ DEF: 13/ S.ATK: 4/ S.DEF:1/SPD:8

and if it helps any, here are its current stats:

HP: 56/ ATK: 31/ DEF: 38/ S.ATK: 38/ S.DEF: 35/ SPD: 28
with a Relaxed nature.

I know this seems really newbish, but I really want a strong Venusaur, so I'd like your help in determining its spread. I've got time to waste, I'm at Cerulean city and I don't plan on using Ivysaur to fight Misty since her Pokes give Speed IVs.

Here's a tip: Leave EV training until after the Elite Four. Then breed your Bulbasaur and EV train that one.

Or you could not train that one at all and save it for a time when you can EV train properly.

Vasco da Gamer, if Kuratosu's post hasn't helped you (and for the record, I would wait until after the E4 to do any EV-training, it's just not worth the trouble, and isn't really needed in-game), please repost your question in the sticky linked above, it's the place for any EV/IV related questions. :)
