There was alrady a thread on this, but you have to use Thief/Covet on wild Luvdiscs which can be found at Evergrande by fishing

theres a hidden one in the rocks at lilycove but if you've exhuasted all over opertunitys theive Luvdisks like ever one else says

wow, i didnt understand that sentence AT ALL. i guess what you want to know are the heart scale locations? the rocks on the shore of lilycove have some free ones. in emerald, get a compoudeyes butterfree and have him use thief on every luvdisk you find. they are located in the small pool of water near the evergrande pokecenter. use a super rod
