I follwed that rule, we both did. It says most people Do not use EV's when In-Game, I dont. And they dont have more then one ability so you dont need to post it. Also it says it doesnt have to be identicle

the only Sp.Attack that Salamence is good with is Fire Blast, and this is ingame, so it isn't needed. EQ is really good.

Correction, Leftovers is the best item in the game, and all Pokemon (Except CBers) love it.

how can I get a surfing raichu without pokemon box?
is it posible to get him by catching a male smeralgle and sketching surf and breeding him with a female raichu

Unfortunately it isn't possible to breed Surf onto Raichu. Only way you can get it is by Pokemon Box indeed. Just use chaos952's suggestion.
