It was only the Alola cast and Gary. Everyone else who returned did so as a PWC participant.
So we've seen the return of Iris & Korinna for a PWC battle and Drayden, Chuck, Kakui, Gary, Mallow, Lana, Sophocles, Kiawe & Burnet as non participants. So seems the non pwc group is significantly bigger

If they want to bring back May, Dawn or Serena all they have to do is an episode about contests in which Go or Chloe wants to see one and one of them happens to be participating in it. As for Bonnie, Clemont and Max, all they have to do is have an episode in the town their gym is located in (or Normans gym in Max case)

So yeah, most old companions can easily have an appearance without the pwc. Especially since Ash has a "home base" now, so they can even drop by for a visit

of them all, only Golurk (which is like Ash's Snorlax),Suicune and Cinderace are strong

The rest is as strong as Boldore or Totodile

Scizor is also strong
Why count Suicune as strong or as a Go pokemon (in terms of what he could use in a battle)? Suicune was both pathetically weak (it got utterly annihilated by those poachers before Go poached it from them) and is effectively released (Go kept the ball, but Suicune disappeared and is roaming the globe just like Ash's Pidgeot) since all Go has is an empty ball and can't actually use Suicune in battle.

Even his Cinderace is leagues below Ash's pokemon (just look at how he needed saving when Moltress attacked and was effectively deadweight)

Golurk is arguably his only true powerhouse at this point

Go might be given fully evolved captures, but in terms of strength very few of them have anything impressive to show

So your just going to ignore the fact that the reason why Suicune was having trouble with the poachers was the specifically tired it out but could constantly polluting the lake so that Suicune would use up energy purifying.

Heck let’s not forget the fact that once Suicune fully recovered from its exhaustion and injuries it easily overwhelmed the poachers. Like I’m not sure why some people are pretending like Suicune was at full health and energy when the poachers initially caught it.

Also in regards to Goh not being able to use Suicune it was literally established at the end of that episode that Suicune would know about if Goh needs it, because even though it left, it was mentioned that Suicune still has a presence at the lab.

Just let his Magikarp evolve and give him a giant Gyarados.

A giant Magikarp doesn't necesarrily means it will evove into a giant Gyarados. Do you remember the Orange Islands? There was an episode with a really tanned Nurse Joy who was friend of a Giant Magikarp, big enough to match the size of Team Rocket's Magikarp Submarine. At the end of the episode, it evolved into Gyarados, but it wasn't really bigger than a regular Gyarados.

Therefore, for a Magikarp, their size can actually be just a reflection of its level. Which means, Goh's giant Magikarp is on a higher level than his regular size Magikarp. Therefore, if Goh is going to have a Gyarados, it will surely come from his Giant Magikarp evolving.

In all honesty I think it’s much more likely that they just evolve the normal size Magikarp into Gyarados while keeping the Giant one around for gag purposes.
