The reason so many animals haven't been represented as a pokemon is because pokemon seems to take inspiration from the country or location the region is based on. They can't do something like a cheetah until there's a region based on Africa.

I mean, if they can place a Lion in France and a Koala in Hawaii (Not to speak about a Zebra in the US), they can literally put a Cheetah in anywhere.

There’s Pokémon that are out of place for nearly every single region.
kanto- Rhyhorn
Johto- girafarig, Donphan
Sinnoh- Lucario is very clearly Egyptian inspired, not Japanese
Unova- Zebstrika, Beartic, liepard
Kalos- Pancham
Alola- Komala
Galar- Copperajah, Eiscue
