Blastoise/Ludicolo/Raichu vs Sawk/Liepard/Zebstrika
Tierno was top8 in the Kalos League, Stephan was top16 in the Unova League, but he won the Clubsplosion, which is actually an impressive win for a no-main Ash's rival. So yeah, I think Stephan can win against Tierno.
