Yo, finished since all I had to do was pretty much edit an older SU, luckily. Wouldn't have had time to write one from scratch right now. Tell me if anything's off or if something mentioned in his history doesn't fit the setting. Originally he wanted to become the Champion but since you said above that we should disregard the Elite four, I just went with the vague "he wants to become a famous trainer/battler" route instead. Hope that flies with you.
Also, middle of the night (and a bit past) so there might be some typos somewhere and shiz. I tried to kill 'em all but y'know.

Appearance: Falling a few inches short from five feet, Emil isn’t at all a tall boy. He doesn’t have any muscle to speak of either, and his facial features are still very childish and somewhat feminine; he has a small nose and somewhat round cheeks as well as fair skin. Combine all that with his height and it’s not a wonder why he often gets mistaken for a twelve-year old or so, a fact he despises a lot. Emil’s eyes are bronze brown in color and often carry a very serious, no-nonsense look. They’re also the only part of his face that actually seem to belong to someone older than he is; yeah, they’re big like a kid’s, but damn is his gaze always coldly professional like a businessman’s.
Emil has short auburn hair which is always combed back neatly, sometimes held there with the help of a flower-decorated bandanna. Admittedly, both its color and decorations are somewhat girlish, but he doesn’t really care; it was a gift from his family and helps him remember his goals, so who cares if it’s not decorated with something "cool". From the back, Emil’s hair is even shorter than from the front, falling neatly against the back of his neck in a v-shape. He works really hard to keep his hair neat and silky, as he believes that hair alone says a lot about a person, and so you’ll always find his well taken care of and smooth. Feel free to admire it, but refrain from petting him; he hates it with a passion.
For clothing, Emil wears a pink dress shirt which he always keeps buttoned all the way up, as he believes he has to look professional and neat at all times and open buttons are one of the biggest signs of laziness there is. He has a tie to match his shirt, and he tends to yank and fiddle with it whenever nervous. It’s purple and has, surprise, surprise, more flower patterns. Surprisingly, although Emil firmly believes in looking formal, he has never quite gotten used to wearing his tie tightly, so it hangs somewhat loosely most of the time. Over the shirt, he wears a dark red overcoat which reaches slightly past his waist. It’s not exactly a dress jacket, and is much more informal than the rest of his clothing. But it still looks nice and is warm.
Held up with a belt Emil wears flared black jeans, which are a size too big as far as length goes. As a result, he often has to fold them from one part or the other, which is something he really doesn’t like doing. He’ll end up ruining the fabric that way, dang it. On his feet, he wears dress shoes which really don’t suit someone about to embark on a journey, but he saved up for a long time to get them, so in no way could he have left them back home.
Personality: Probably the first thing you need to know about Emil is that he’s very ambitious. He says it’s because of his family, that he loves them dearly despite their faults, and since all of them have placed their trust in him, how could he not do his best? How could he settle for second place? But, even though he isn’t quite willing to admit it nor does he fully realize it, he doesn’t strive to be famous solely because of his family. No, he mainly does it for himself. He wants fame. Having lived his whole life surrounded by lazy do-nothings, he has over the years grown a strong determination not to wind up like them. He wants to be something more, and can't stand lazy people.

If he sees someone being good at something, he’s quick to declare them as his rival - maybe not out aloud in fear of embarrassing himself, but at least in his mind. That, and sometimes he needs to convince himself as much as he has to everyone else. Still, he tries not to be rude and isn’t looking to start meaningless fights. There was the path of becoming a Pokémon professor, an officer, a lawyer a doctor, a nurse for Pokémon centers… The job of a lawyer or a doctor in particular was something his parents ushered him to pursue, but he just couldn’t agree. He had always wanted to be a trainer ever since young, and he did not want to give up on that dream. No, he wanted to become a famous trainer. He wanted a job where he could show off his strategic skill and do battle. Besides, a doctor’s job was a dirty one, and he couldn’t stand seeing blood. It was icky.

And then Professor Quercus send the family a letter asking for a favor. He was a crazy man with crazy ramblings, but what he promised in exchange for traveling around the world looking for artifacts that probably didn’t exist got the young boy convinced in second; he promised a Pokémon. A free one. He could get a Pokémon and travel! See the world, battle, acquire more Pokémon, become famous!

Personality: Almost completely the opposite from his trainer, Overture is a jolly little penguin with energy to spare and pranks to play wherever he goes. He’s a little ball of endless enthusiasm, and making him stop chirping once he decided he has something to say is an endless task. He doesn’t like to take things seriously, and to him play always comes before work. He doesn’t care about battles that much either; if Overture could have things go his way, all of his days would be comprised of nothing but playing relaxing, eating and sleeping until nightfall – and sometimes after that. He’s a notorious sleepwalker and his already low sense of self-perseverance is even more minimal when asleep. Emil thinks of the Pokémon as an annoying brat that needs to be tamed and honed into a fine battler, Overture thinks of his trainer as a stuck-up human who needs to learn to loosen up. Unfortunately the one thing the both of them do share is pride, and neither is willing to admit they’re wrong.
Distinct Features: His “cape” is a bit longer from the front than usual, falling down to cover the “buttons” present on his belly. He also has more bluish eyes and is a darker shade in color than usual. This has led some to question whether or not the Piplup’s shiny, which in turn has made Emil launch into a lecture on how a shiny Piplup is turquoise, not dark blue.
