chikorita runs at pikachu but with a fast dodge from pikachu and chikorta misses and get thundershock from Pikachu

Pikachu: 100 HP
Chikorita:83 HP

chikorita tries to dodge growl but it's impossible to dodge a sound attack chikorita gets scared and cries in the middle of the field making it a sitting duck

Chikorita: 83HP
Pikachu: 100HP

Pikachu learns volt tacle when it is born, so it can that means razor leaf must fail.

no.1 pikachu doesn't level up to learn that move it's an egg move
No.2 Flareon22 pikachu has no more moves now
no.3 you can use most moves your pokemon learn

pikachu goes in with a volt tackle and hits but chikorita retailates with razor leaf

Pikachu: 90Hp
Chikorita: 63Hp

Pikachu, use agility to get behind chickorita and then hit it with a thunderbolt.

you are only allowed 4 moves Flareon22 so get rid of Agilty or Thunderbolt

chikorita use sythesis and heals but then doesn't have enough time to dodge the speed volt tackle, it's a song attack
