Cobalion would do Swords Dance the turn Gligar is switched in putting it at the +2. Each time Cobalion uses a damaging move it loses 10% of its HP due to Life Orb so it is a legit counter.

You still aren't doing things in the right order.

Switch in turn Cobalion uses Swords Dance.
Both Pokemon have full HP.

Next turn Cobalion uses Iron Head dealing 36-43% damage to Gligar. Cobalion then loses 10% of its HP due to Life Orb.
Gligar uses earthquake dealing 42% damage.
Cobalion HP: 48%
Gligar HP: 57-64%

Next turn Cobalion uses Iron Head again. Cobalion then loses 10% of its HP due to Life Orb.
Gligar uses Earthquake dealing 42% damage again.
Cobalion HP:-4%
Gligar: 14-28%

Result: Gligar wins.
