Here's my attempt at a Gyarados badge, I made 2 versions and not sure which one I prefer.

Think I need to make the light grey border a little thicker and lighter. Not sure.

I have a question about the video on the original post. Do you think I would be able to do the same kind of thing with Paint Tool SAI? I know that some of the tools are different, but would it be too different?

I have never used Paint Tool SAI so I honestly have no idea - if you have outline tools, and layer options to re-create the same effects it should be possible. I know people HAVE made badges like these on SAI.
