pokemon cannot be traded

when i try to trade my mew frome leaf green it keeps saying that it cannot be traded and the same happens when i try to trade my deoxys. (I used a cheat cartridge to get them both)

Anyway, that's the reason they cannot be traded, because you cheated to get them. Easy one to answer.
