pokemon cloths?..

okay so the other day I'm playing colloseum and I sent out my gardevouir, so I see she has legs, so that gets me wondering, isthat dress part an actual dress or some wierd skin? if it where to be torn of by an attack and whatnot will it bleed or will the poke fell nothing?

It's part of Gardevoir's skin. As to whether or not it would bleed if torn, we can't be sure. It could be a paper thin layer of skin, but it's attached none the less. As of now, I believe the only Pokemon with removable peices are Slowbro and Slowking's 'Sheldders'.

In which case they would most likely de-evolve.

Gardevoirs "dress" might be similar to hair or feathers so it might not really be as damaging if it was torn. Skin seems like an acceptable answer also as a choice for what the skirt is.

I don't think that any of the Pokemon wear clothes. Pokemon are based off Animals. Wild animals in real life don't go around wearing clothes. Also you have to remember this is not real. They probably think that people can imagine if something is hurt that It would bleed and they don't think they have to show that in the Animie/Games.

Another point is this is for younger children. They might be scared to see blood etc.

It could be that they make it look like clothing for the kids as well. If there was a human-shaped Pokemon (let's take Jynx for example here), would it look right if it was all one color and did not look like it was wearing clothing? No, it would not. People would declare Pokemon a perverted abommination and so on.
