Pokemon learn moves at the same level?

Do pokemon still learn moves at the level they would in LG, in XD?
I need to know as Jolteon learns Thunder Wave at level 42 and I was wondering whether it was worth it to use the move tutor. I only just got XD this morning.

I havent used a move tutor.
Its just Jolteon learns Thunder Wave really late and there are a lot of shadow pokemon between now and level 42.I happen to like Paralysis and think it would be easier to capture the shadows with thunder wave

And putting Pokemon to sleep is better than paralyzing them...

That's true...

But you'll catch Lugia easier if you put it to sleep...

Well the question is should I teach my Jolteon Thunder Wave. I doesnt learn sleep inducing moves anyway and other pokemon will. I may try and catch Lugia without the masterball but chances are ill use it to spare trouble.

Teach it T-Wave... It doen's learn any other good moves...

Use Jumpluff as a sleeper...

And I caught my Lugia with a Great Ball...

I will teach it T-W. It does learn other good moves. Im not fond of Grass types so I might find a different sleeper or make do with my Jolteon

The moves learned by Pokemon in XD follow by lvling in R/S/E. If you notice with Kirlia, it has no way to learn its FR/LG exclusive move, Magical Leaf, on XD. This includes when your Pineco evolves into a Forretress. In FR/LG, when it evolves at its current lvl, it can learn Zap Cannon. However, in Hoenn, it can't learn that move when it evolves. So, XD follows R/S/E lvling up methods and not FR/LG.

i think paralyze is good it blocks toxic and sleep that helped in red blue koga(but thats off topic)

using masterballs is a waste in both xd and colosseum, just catch it using ultraballs! Lugia is a real pushover compared to the annoying zapdos, still got him wihtout masterball in the end!
