Being based on a real event from the past doesn't necessarily mean the game takes place in the past. IRL Paris was remodeled 1850~1870, in Pokémon world the remodeling of Lumiose could be something that would happen now.

To me this seems like the most likely option, and sets a theme for Legends games of exploring regions in different time periods based on real world events. The settling of Hokkaido, and now the reconstruction of Paris. I wonder what the next one will be
