Technically, no. The anime has to be different and more realistic compared to the games. Levels in terms of experience do exist, but not a set level like in the games.
C) The Cubone episode was before they had things realistically established and sorted out. Don't bring it up, dammit.

Isn't the PUSA dub using levels again? That may be what's confusing people.

I seem to remember it mentioned in both the Tropius episode and the Harley ep.

Something about, "Tropius being at a high level," or whatever?

Indeed. There's a huge number of discrepancies between the games and the animu.

Any reference to "levels" in the current anime does not refer to the numerical levels of the video games. It just refers to differing levels of power or strength. Numerical levels were too illogical to work within the anime's universe, so they were abandoned early on in the show's run. That's why the aspect of numerical levels was never mentioned again after the ninth episode - they were still refining the show's rules.

OR given the fact that the show was originally planned on having a 1 and a half year run and syndication on TV (lasting only 80 episodes), they tried to be as close as the games as they could and they never expected that all their game adapting (as in direct adaptation of the numerical levels and the games only having 151 pokemon at the time, leading to them to saying there were 150 known Pokemon and "many more to discover" in the anime) would cause continuity errors in the future (since they weren't expecting the anime to become so popular and them continuing the series over episode 80).
