I wanted to Know if anyone knows a Pokemon that should be able to learn a move but can't. I think that Kecleon should be able to learn Camouflage. Does anyone else think that a Pokemon should learn a move but can`t?

Hitmonchan should learn Arm Thrust
Exploud and Loudred should learn Crunch
Golduck should learn Psychic from level up but it learns it from an Egg move
....Yeah that's all I got.

Latios/Latias with Dragon Claw. Latios and Latias are the only pokemon that I would use the TM on, anyway.
Scizor with Silver Wind, Steel Wing, and TM 31 and 26
Scizor would own if it could just learn those moves by level up. TM 26, anyway.
Steel types with Earthquake. (okay, maybe I'm being unreasonable)

Ampharos needs tail glow, since its tail DOES glow like a light, and its effect of raising special attack would be beneficial to it ^_~
Kecleon not having camoflauge is stupid. It's ability is colour change, and in the games, invisible ones are found lying around, as they blend in to there surroundings. This poke is screaming to learn camoflauge.
Gyarados needs aerial ace or some sort of flying move, IMO. Hidden power flying is difficult to get ingame, as you have to breed/catch lots of magikarp, and then evolve them, and them figure out what their hidden power it. Gyarados should learn a flying move, it would only make life easier
Illumise should get tail glow, too, since its cousin, Volbeat does

Exeggucute and Exeggutor should learn softboiled, since they are eggs, and Chansey, Blissey, ect. have eggs and they can learn it, so why not Exeggucute/tor?
The eveelutions should get crunch, since they all can get bite, and they have those sharp teeth, so it seems natural that they get crunch.

Milotic with Reflect or Light Screen. It looks graceful enough to pull off moves like that.
Starmie with Calm Mind. Unless you can prove to me that the jewel in the middle is NOT its brain then I will furiously stick by this still the day the world blows up.
Rapidash with Megahorn. Oh it's been said a million times... well here it is again. Makes sense considering it has a friggin horn on its head.
Umbreon with Counter. One, Umbreon has crap attacking power. Two, Umbreon is weak to Fighting and Bug, both physical.
Gyarados with Aerial Ace. Why doesn't this awesome Pokemon have it already?
Persian with Swords Dance. Well the Classy Cat has a large physical movepool... and the poor b!tch is still reeling from losing its attacking power/critical hit slashes from R/B/Y.

milotic should learn wrap. its a pretty weak and useless move but it should learn it while leveling up.

I think that Sudowoodo should be able to learn Mimic because it does "Mimic" a tree.

Personally there need to be more fire types with heat wave. Like Charmander, Cyndaquil, Houndour. Not just, Moltres, Vulpix, Ninetales and Torkoal (ew)
Weezing/Koffing should learn sludge bomb by level up. It was the original sludge pokemon. Along with Muk. But muk learned sludge bomb by level up.
Personally I think abilities like White Smoke should stop the effects of Overheat. I mean that would have made Torkoal unique IMO. If Torkoal was faster, hed be a beast
