Pokemon "Nonsense" that seem to make sense the more you think about it.

The reason why some Pokémon like Rhyhorn and Ponyta evolve st such high levels is because they could not be found until late in the game. There wasn’t breeding back then, so you couldn’t get them at low levels.

Minior is one of few non Bug-type Flying Pokemon that can't learn Fly. Shooting stars and meteors fall to the Earth, which might explain it. And the reason they can learn Attract without a gender? Probably because shooting stars are often seen as romantic

Crygonal learning Attract could be because it’s based on a snowflake which attracts kids to go outside and play in the snow. Staryu And Starmie learning the attack in Gen II could be because they give off illumination and foreshadows them having Illuminate.

Glare causes paralysis because it frightens the victim with the pattern on its belly, as with Arbok. They’re literally paralysed with fear.

I’ve always thought it was a reference to Medusa and how staring into her eyes turns you into stone which is pretty much being paralyzed.

More non-Electric-type moves that can cause paralysis:

  • Body Slam causes paralysis because you’re landing on the opponent with such a great force that you can immobilise them. Wrestlers often body-slam their opponents to reduce their mobility.
  • Force Palm is a bit less obvious; its move description says you attack the opponent with a “shock wave.” This could be why it causes paralysis, because of the force from the shock wave, and an obvious pun on “shock”. (It always looked to me like you were slapping the opponent across their face, but no-one’s ever been paralysed from being slapped in their face!)
 
Grass is probably just like that because it's hard to think that a plant could do much to steel. Water can rust some metal, but not all and it's rather slow. Metal conducts heat really well which is why Fire is strong against it, Electricity is neutral because it's only bad for the person holding the metal

About the fire, I also think it has something to do with smelting metal. If fire can cause steel to melt like ice then it works.

It's kind of ironic how steel is forged by fire, but can also be melted by it.

Another irony that makes sense: while Water obviously extinguishes Fire, the Water-type move Scald, introduced in Gen 5, has a 30% chance of burning. This is because water at very high - even boiling - temperatures can cause burn injuries, as you might have found out at some point when pouring a cup of your favourite hot drink or dipped your toe into an extremely hot bath.
