I havent had a tangrowth before so i dont know what moves it should have

Empoleon

Surf
Ice Beam
Agility/Stealth Rock/Yawn
Grass Knot
Flash Cannon has terrible coverage. Agility to help Empoleon sweep better, while Yawn or Stealth Rock provides some support. If you want an attack move, go with Signal Beam.

Tangrowth

Set 1@Muscle Band
-Swords Dance
-Power Whip
-Earthquake
-Brick Break

Set 2@Leftovers
-Leech Seed
-Synthesis/Substitute

3 Pokemon are weak to Fire though. Pick something resistant to it.

empoleon sucks it needs a phsical or recovery move

The last thing Empoleon would need is a physical move. Unless he is Adamant and having Swords Dance.

This set goes against the general rule of thumb, in that it's better to place Defensive EVS rather than HP due to the Life Orb.

Absolutely amazing. You can't hit Steel-types very well, but you can put everything to sleep and lay down the hurt with your two STAB moves. Shadow Ball lets you hit Ghosts, while Detect/Protect let you up your Speed and heal yourself slightly (if you choose Leftovers).

Wish goes hand in hand with Protect. Still, you can use Toxic to gain the edge on fellow Water-types.

Has the potential to hurt a ton of stuff.

As far as defensive Pokemon are concerned, Vaporeon and Gliscor are fine choices for ingame, but Gyarados is also cool:

Trait: Intimidate
~ Dragon Dance
~ Waterfall
~ Earthquake
~ Ice Fang / Stone Edge / Taunt

Ice Fang hits Grass-types and Dragons. Stone Edge hits opposing Gyarados the hardest. Taunt prevents Thunder Wave and/or Double Team and like moves from messing you up.

IF you want to hit Steel types better, opt for Tinted Lens > Speed Boost. But a Steel+Rock Pokemon still walls Yanmega...
